From a hiring perspective, which is a better title?

Project Manager or Manager of Clinical Operations? I'm looking to advance my career, have more leadership opportunities and be accountable for projects/programs instead of performing the hands-on daily activities. I'd like to hear from director level or HR in terms of their thoughts on which "title" might provide more opportunities. There are plenty of other factors to consider but I've found in the interview game that titles do matter and often decide what level and what salary you will be offered.
