If you are new to company and start mid-year do you still get all 3 weeks vacation?

not exactly- your time accrues from the time you are here.
you will get adequate vacation- but certainly between now and Dec= you cant take 3 whole weeks- but it accrues over time- it works out.

Negotiate that issue after you win an offer that says "you were the best one."
