Because the Arizona territory is dominated by 60+ Fresenius clinics, all of which are joint venture with Arizona Kidney Disease and Hypertention Centers (one of the largest nephrology group in the US with well over 100 docs). The rep is locked out of the FMC clinics and the docs won't write because of the business relationship with FMC. Soooo, Keryx will continue to hire and fire in AZ instead of understanding that 2/3 of the business can't be had.
And Keryx won't give reps time to develop business with DaVita and U.S. Renal where access is better, but still takes time. Hey management, you should know this by now!
