If location is turned off they can't... They can triangulate the cell signal yes, but that is not entirely accurate.

My iPad was stolen I called up with the police officer, they had no way to do it.

 

True - - - know for a fact in that a rep in our area was being tracked by a cyber investigative firm hired by Shire. Manager said HQ is cracking down on folks who are cheating.
