Boston Hiring Process- HR has all control?

Applying for a FCR position in the Spinal Cord Stimulation division. I was able to get in contact with the FCR so I could network my way into an interview. He said everything goes through HR and that it would not help to send my resume to his Regional Manager. Is this the truth? If yes, would it help to try to get in touch with a recruiter at Boston Scientific?
