Discretionary Reporting to HR?

    Our organization just had massive layoffs. The people running the company are two regional managers, one over the east and one over the west. One of the regional managers is requiring that all employees work in the field 5 days a week and remote selling days be approved by the DM and reported to HR. The other regional manager is not mandating the salesforce to work 5 days in the field, nor report any remote selling days to their DM or have the remote selling days reported to HR. The company has no plans to provide us with the vaccine or any documentation that would allow us to receive the vaccine sooner. Is the discretionary reporting to HR legal? Wouldn't that need to be a direction for the whole sales force?
