Parking Structure @ AV Temecula

Can someone explain the parking structure situation at AV Temecula? I thought this site was a ghost town. There is sure allot of cars on the top floor of the structure.

Serious answers please. NOT!!!!

 

The top floor is reserved for Directors and above.

 

It's being used by Paradise Chevrolet for storing cars.
