SB hires and promotes people that make her feel good about her. Any personnel decisions she makes are flawed. She has consistently demonstrated a complete lack of identifying, recognizing and promoting individuals who have made a positive impact in the organization she manages. She very deliberately selects people who do not threaten her. Sadly, her choices have contributed to the inept culture that surrounds AZ. The managers above her are most likely quite similar to her in their concern about maintaining their position of power-thus the circle of hiring/promoting incompetence continues.
