    Universal Hospital Services, Inc. (“UHS”), a leading provider of medical equipment management and service solutions, announced today that William C. Mixon has been named President of UHS and will take on the responsibilities for all UHS Sales and Marketing functions. Mr. Mixon will report directly to UHS Chairman and CEO Gary Blackford.

    Mr. Mixon was formerly the CEO and President of US Investigations Services, LLC (USIS), a commercial provider of background investigations to the federal government. Before that, Mr. Mixon held a variety of senior level positions with Philips Healthcare, North America.

    At the time of Snowden's vetting, USIS was being run by chief executive Bill Mixon. Several former company officials have reported that Mixon applied a great deal of pressure on employees to get background checks done as fast as possible.

    One former USIS official said Mixon told him, "You better not have one f------ case on your books" as the company was approaching the end of the fiscal year. Hearing this, you can easily understand why some background checks were being cleared without a thorough vetting process.


    It also helps to explain why at least eight different USIS employees have been convicted of fabricating information needed to complete applications.

    The Obama administration has accused the contractor hired to conduct background checks for security clearances of committing fraud, resulting in hundreds of thousands of incomplete reviews.

    Among the many investigations conducted by the firm, United States Investigations Services LLC (USIS), were those for National Security Agency whistleblower Edward Snowden and Washington Navy Yard shooter Aaron Alexis.

    The U.S. Department of Justice’s fraud accusation came while joining a whistleblower lawsuit filed in 2011 against USIS, which says the company failed to provide adequate background checks in at least 665,000 instances, going back to at least March 2008. The whistleblower, Blake Percival, is a former employee of USIS, whose sealed lawsuit was finally made public October 30, 2013.

    Neither Snowden nor Alexis is named in the government’s complaint because their background investigations were not part of the faulty 665,000 reviews.

    According to the lawsuit, USIS started “dumping” or “flushing” cases six years ago to boost profits. This action meant the company’s investigators never completed their reviews of security-clearance candidates, while telling the government that the work was finished.

    The Department of Justice has now determined that these allegations have merit and filed a False Claims Act suit seeking more than $1 billion from USIS, claiming that the company charged taxpayers for work it never performed on 665,000 background investigations from 2008 to 2012. The Department stated:

    "USIS management devised and executed a scheme to deliberately circumvent contractually required quality reviews of completed background investigations in order to increase the company’s revenues and profits."

    In 2007, USIS was purchased by a private equity firm known as Providence Equity Partners. The Committee’s investigation revealed that directly after this acquisition, USIS adopted aggressive new financial incentives to accelerate its work. During this period, USIS executives received huge bonuses, including more than $1 million for the company’s CEO, Bill Mixon, and about $470,000 for the company’s Chief Financial Officer. The Justice Department alleges that both officials were “fully aware of and, in fact, directed the dumping practices.” USIS also received millions of dollars in bonus payments from OPM for its seemingly incredible progress, including $2.4 million in 2008, $3.5 million in 2009, and $5.8 million in 2010.

    In the wake of this scandal, the company’s CEO, CFO, and nearly two dozen other officials have resigned, been terminated, or left the company. In fact, just yesterday, USIS informed us that the President of its Investigations Services Division has also now resigned.

    (b) Effective April 1, 2014, William C. Mixon’s position as President of the Medical Equipment Solutions (“MES”) segment for Universal Hospital Services, Inc. will be eliminated and his job duties will be assumed by the existing management team.

    (e) Mr. Mixon and the Company are in the process of negotiating a mutual transition agreement, the details of which will be disclosed upon execution.

    So you think he got canned or did he quit voluntarily? I wonder if he knows something we don't (bankruptcy?).

    Not sure why Blackford hired him in the first place given his track record...I would've ran the other direction!

    he was fired. Mixon was hired as a scapegoat for a $hitty sales force. He wasnt able to turn it around and Blackford knew it when he hired him. Only canning the AE's and starting from scratch is the only way to correct the sales productivity.

    It's all about the offerings that UHS has. Yes competition is stronger and hospitals are cutting costs. But the bottom line is the bed business (PH) is killing the EVA $.

    (e) On March 28, 2014, Universal Hospital Services, Inc. (the “Company”) reported in a Current Report on Form 8-K that William C. Mixon’s position as President of the Company’s Medical Equipment Solutions (“MES”) segment would be eliminated as of April 1, 2014. In connection with his position elimination, Mr. Mixon has entered into a mutual termination agreement (“MTA”) with the Company dated April 2, 2014, which became effective on April 17, 2014. This MTA includes customary non-competition and release provisions in exchange for separation payments totaling approximately $725,350 along with other benefits. In addition, Mr. Mixon will continue to be eligible to receive a pro-rated portion of the incentive compensation for the fiscal year ending December 31, 2014 for which he was eligible under the Company’s executive incentive plan, to be determined and paid in accordance with the Company’s normal year-end procedure.
