HA! This is not what you think it is, meaning Yes, it is an extension of the CIA put in place back in 2010, but it's much more than that!

My guess is that the huge kickback case is being settled and this is the first concession.
Makes sense if you take into consideration the Discovery process in this case is coming to an end.
