UCB continues hiring outside the company and not promoting within. This company does not appear to interested in grooming its talent - horrible and very evident. This appears to be the HR and Exec leadership strategy.
The reason UCB does not groom its talented employees for promotion is that the upper escalations of the division, especially Brussels, fears competence. If they groomed talent, they would be promoting employees that could make senior leadership look as incompetent as it is. By hiring from outside they keep everyone off balance and can easily get rid of outside hires that might make them look bad.
