Is this supposed to be some evidence of success? High medicaid enrollment almost guarantees failure. Obamacare needs young healthy people "PAYING" for insurance, to help fund healthcare for the old and unhealthy... More "NON-PAYING" leeches will overwhelm the system more than it already is and cause a death-spiral for this awful program.
