It was a witty comment, however, it's also another example of wishful thinking when science is linked up with government controlled clinical trials.
Any time the government is involved in setting up clinical trials, the failure rate is higher or the expected outcome is steered toward the desired result, all under the guise of "evidence-based medicine".
They say that they want unbiased results but they always choose an endpoint that is easy or difficult to meet and then they control the inclusion criteria so the results are predestined.

The industry and government has board members who formerly worked on the other side so they actually work together to steer results.
There is no longer an unbiased review or critical mass involved in scientific discourse.
