Global has not been cut 50%!! Extended core prostate biopsies exceeding 6 parts are only going to paid as 6 parts. Thus a 12 part biopsy would experience a 50% Global fee reduction. This payment rescheduling directly targets excessive prostate biopsies and really nothing else, no other organ is biopsied this many times.
But you are correct this will crush anyone laboratory that processes a high fraction of prostate biopsies. Plus is in trouble, GUs who have opened in office labs counting on pro-formas created a year ago are in trouble, etc
