You can't even practice Acupuncture without some sort of Certification. And that isn't threatening somebody's life or risking major nerve damage.
If Obama was serious about creating JOBS....he'd mandate people placing Nerve Monitoring on patients prior to surgery have some sort of medical training/certification.
