My experience is that my female family members, friends, and work mates wear skirts or dresses about once every two weeks or less. This would be a yearly average. Many women I know don't shave their legs between the end October and the beginning of April. As these women wear pants 95% of the time,of course they find tights, pantyhose, or stockings uncomfortable. If I were forced to wear skin tight jeans, I would likely be miserable. There is no connection to inherent comfort of a garment and the strangeness one feels in a seldomly worn piece of clothing. Many women especially young ones, have either forgotten or never learned how to move in skirt. Seriously, I have female co-workers in their late 30's who have either never worn a skirt or have not worn one in 20 years. These are responsible, reasonably well paid, professional women.
Like most women I find most pantyhose too warm on hot summer days and too cool on frigid winter mornings. There are summer sheer pantyhose and very warm tights for these occasions. I generally wear a skirt to work and nearly always wear hose under it. As I generally prefer long skirts, I doubt I am giving the men a thrill. I simply feel that my job requires a degree of refinement in dress. I worked too hard for my educational credentials to go to work looking like a teenager at a beach party.
